If You’re Running A Dedicated Server
If you’re running a dedicate server you will need a full license. The full license will cover your WHM account that runs on your IP address. The license will cover all of the accounts you have set up on your dedicated sever, and provide all functionality for those accounts. You will be able to set up individual client accounts, each with its own cPanel under the dedicated server license.

If You’re Running A VPS
If you’re running a VPS license, it can only be used on a server that has VMW are, Xen, Virtuozzo or VPS installed on it. These types of software create partitions or virtual instances that enable you to resell the components to different clients. This also means you will need more than one VPS license on your server. You will need one VPS license for each of the partitions that has been created. A VPS license has been customized to work in VPS environment but still provides the same set of features.

A good general rule of thumb is that one license covers one server, in the event that the server’s IP has a cPanel license on it. This will enable virtual accounts, unlimited IPs and pretty much, anything else you might set up on that server.
It’s also worthwhile to know that one server can’t run both types of licenses on it, so you won’t need to install a WHM license on a VPS server. Remember: just because a VPS cPanel license is cheaper, doesn’t mean it’s the answer for you. You will need a license for every virtual instance that has been set up on your server.
