Limit bandwidth usage is for cPanel and WHM version 64. One needs to navigate to (Home >> Account Functions >> Limit Bandwidth Usage) interface to make this feature work.
This interface allows one to change the allotted bandwidth for an account. The amount of data that one’s server transfers is measured by bandwidth. One needs to set exact bandwidth limits for each account of the server. As for example, bandwidth need will be more for a user wishing to host video content that a user wishing to host a blog.

It is to note that the Disk limit setting refers to the account’s quota that the package of the account determines.
To do this, one needs to select the account one desires to modify. WHM displays information about the account after selection.
It is to be noted that the system checks bandwidth limits once per day between 12.00am to 06.00am. So, there is a chance that the changes made to the bandwidth limit may not have a proper effect until that time.
